In the draft law, I pay attention to the position, rights and conditions of State staff to help them get promotions and better pay. The State-owned sector is facing brain drain because of unsatisfactory salaries and working environments. When talking about the work environments at State offices, many people think of the working facilities, but I’m also talking about the workplace culture. Many talented people at State-owned agencies decide to leave their jobs not only because of low pay. They are also disappointed with leaders who lack qualifications, morality and sometimes good behaviour. If we want to keep talented people, it will be necessary to improve leadership as well.
