Officials, civil servants fail to meet deadline to declare assets, earnings

Officials, civil servants fail to meet deadline to declare assets, earnings (10-09-2008) Tran Duc Luong, director of the Anti-Corruption Department of the Government Inspection Agency spoke to Lao Dong (Labour) newspaper about the State’s efforts to combat graft. Until now many government officials have not yet declared their assets. Does that mean the Government’s order has not been strictly implemented? There are different reasons leading to the delay in the implementation despite the Government Decree No 37 requiring that by December 2007 the declarations must be completed. In my opinion, an important contributor to the delay is the low awareness by concerned subjects. The government’s decree set out 11 groups of people that have to declare their assets, including government officials holding a position from deputy head of a division in a government agency up ward, civil servants having daily contacts with public money and with citizens. The declaration form has nine items, but not every one understands what they have to fill out unless they are explained. So I think, a bit slow is better than nothing.
